Organizational Structure of the Movement

Purpose of the Movement

United Civilization Movement exists to promote the ideas of:

• human well-being;

• scientific development;

• education;

• technological progress;

• long-term thinking;

• unity of humanity;

• responsible space exploration.

The movement does not seek power for its own sake.

The main goal is the development of civilization and the improvement of people's quality of life.

Membership

Any person may become a member of UCM who:

• accepts the UCM Declaration;

• accepts the Constitution of Principles;

• recognizes the value of reason, science, and humanism;

• respects other participants.

Nationality, language, origin, gender, religion, or political views are not obstacles to participation.

Movement Participant

Each participant has the right to:

• express opinions;

• propose projects;

• participate in discussions;

• vote on movement matters;

• create local UCM communities.

Each participant is obligated to:

• respect other people;

• follow the principles of the movement;

• avoid intentional disinformation;

• contribute to constructive dialogue.

Absence of a Cult of Personality

No person embodies the movement.

No participant holds absolute authority.

Any decisions may be reconsidered.

Any leader is accountable to the community.

Ideas are more important than personalities.

Structure of the Movement

UCM is built on a multi-level model.

Level 1

Community

The foundation of the movement.

Any person can:

• read materials;

• participate in discussions;

• propose ideas;

• assist projects.

Level 2

Active Participants

People who regularly contribute to the development of the movement.

They can:

• create working groups;

• lead projects;

• moderate communities;

• organize events.

Level 3

Development Council

A group of participants responsible for coordinating the movement.

Functions:

• strategic planning;

• project coordination;

• approval of documents;

• organization of international cooperation.

The Council does not hold absolute power.

Voting

Key decisions are made openly and transparently.

Where possible, the following are used:

• open discussions;

• electronic voting;

• publication of arguments for and against.

Decisions must be based on facts, not on authorities.

Within UCM, groups may be created in the following areas:

UCM is an international movement.

The movement strives to translate its materials into various languages.

Each country may create its own branches while maintaining common principles.

Digital Infrastructure

The movement must use open technologies.

Priority is given to:

• own servers;

• independent websites;

• knowledge archives;

• distributed information storage;

• open documentation.

The movement's knowledge must be preserved independently of political and commercial platforms.

Amendment of Documents

All UCM documents are living documents.

They may be changed as new knowledge, technologies, and experience emerge.

No document is considered final.
